Can an "In Trust For" account be frozen for taxes that are owed to state revenue or the IRS?

If the IRS or a state revenue office issues a levy against accounts in the name of John Q. Taxpayer, that levy would reach an account in the individual name of John Q. Taxpayer, a joint account if John Q. Taxpayer is one of the joint owners, and an "in trust for" account if John Q. Taxpayer is the "trustee." If the account is in the name of Sarah Smith In Trust For John Q. Taxpayer, the levy would not reach it because John Q. Taxpayer doesn't have any true ownership interest in the account until Sarah Smith dies.
