I am trying to wire money to one of my bank accounts in another state. The bank I am trying to send the money from says that they cannot do it. What is the best way for me to transfer money into my account in a different state?

It's surprising to hear of a bank that apparently cannot wire transfer funds. Did you get a reason for their response? Was it based on their inability to wire funds, an inability of your other bank to receive a wire transfer, or something to do with your account, are all possible reasons?
If the bank from which you want to move funds hasn't the ability to wire funds out, you might consider purchasing a bank check from them and mailing it, or sending one of your own checks, if the account in question is one on which you can write a check.
