Can a banker choose not to disclose whether or not I am a beneficiary on another person's account?

Certainly. In fact, because beneficiary designations are generally revocable, and beneficiaries don't have ownership interests in such accounts until the account owner dies, it would be a breach of confidentiality for the bank to tell you anything about such an account. Whether you are a beneficiary is information that the account owner is privileged to provide you or withhold from you.
