I have a lien against my account in NY. If I open a new account in Florida, will a subsequent lien be placed on this account?

A lot will depend on the reason for the lien and how dogged your creditors might be. For instance, if you owe child support payments, it's very likely that the state will find you and go after your funds. There are interstate agreements designed to collect from child support debtors. On the other hand, if a creditor isn't able to find out you've opened an out-of-state account, it's unlikely he will go after it.
