Notifying Customer of Hold on Account

Who is responsible for notifying a customer of a hold or lien for a specific amount being preformed on one's account, the seller or the bank? Are there any laws regulating such notifications, such as something more than the amount on hold showing up in the available balance provided by the bank?


There is no rule requiring a notice of a hold on a customer's account when the customer uses a debit card to complete a purchase.
