My bank put a restriction on my account and will not release my available balance which was direct deposited into my account. I have not received anything in writing from them and every time I call I am told they are closing the account today and my funds will be sent to me within 2-3 business days.
I am tired of being lied to and frustrated that I can not get a straight answer about why the restriction was placed on my account or when my funds will be released. All of my deposits were done by direct deposit and they do not release funds/payments unless they are available. How long can they keep my funds?

While this is speculation, the question would be for whom the funds are being held? That is the question that will dictate an answer. It may be that you need to have an attorney ask the question. Call and ask for a bank officer. Ask that person why you cannot have access to the funds in your account. Is a court or government entity such as the IRS holding your money for some reason?
If you don't get an acceptable reply, ask for that person's boss and so on. Next, ask who their banking regulator is and place a complaint. After that, go to an attorney if you don't have satisfaction.
Banks do not "just do this" so there must be an underlying reason. Get to the source to get the fix. If there is a hold because of a levy or garnishment against you, that needs to be addressed by an attorney.
