Can money be transferred into my account from an outside source with routing numbers and immediately be withdrawn without my consent, if they have the routing numbers?

If funds are deposited in error, debiting those funds would be the corrective action that needs to take place. Your consent would not be required because the funds placed there in error were not yours to keep.
