I've given my ex my account and sort code number so he could deposit money he owed to me. Can he use those account details to carry out transactions, or in anyway interfere with my account without my permission?

We can't really give you definite answers concerning banking customs, rules or practices in areas outside the U.S. If your account were in a U.S. bank, giving your former spouse the routing and account numbers (as those numbers are called here) for your account, would of course, make it easier for him to send funds to your account. However, the same information could be used to transfer funds from your account if in the hands of a dishonest individual.
In the U.K., as in the U.S., consumers do have certain protections against unauthorized transfers from their deposit accounts. However, whether you would be covered in the scenario that you've described is something about which you should check with your bank.
