If a check was deposited in an account and cleared the account it was written on, can the money be removed by someone other than the person who holds the account?

Technically yes. Money in an account could be removed by some legal proceedings such as a levy or court order. In these cases at least one of the account owners would know there is a debt owed, and usually knows that one or more attempts could be made like this.
If the bank that the check was drawn on received a claim that there was an improper endorsement, they could reverse the payment, and if the bank the check was drawn on said that check was insufficient after your bank released the funds to you, the deposit could be reversed. However, if your question is, could I withdraw funds from your account, the answer is no.
