I deposited a $70k check to my bank and it cleared in another week. When cleared, can I withdraw the whole amount in cash? Can a bank handle that much within a days notification?

There are big banks, little banks, and everything in between. There are bank branches with a lot of cash, and others that have minimal cash levels. Contact your bank office and ask. The bank will probably suggest that you withdraw only what you need in cash and leave the rest in your account until needed, or to take part of the withdrawal in the form of a cashier's check. That's for your safety and security.
Ultimately, it will be your decision. If the bank cannot handle the cash withdrawal right away, you may have to wait until it obtains the added cash, or you may have to go to a large office of the bank to complete your withdrawal. For some bank offices, it could take over a week to receive a cash shipment.
