I changed banks in November and withdrew cash out of my account. In January, I got a notice that I was credited $190 by bank error. They had deposited someone's check for $1.91 in my account and moved a decimal. I had no clue when I withdrew my money that they made an error. I have spoken to them, and they admit error, but say they will refer me to collection and keep adding fees on my closed account if I don't pay them back this $190. What can I do? I would never have knowingly kept cash that was not mine.

You should immediately repay them the funds you withdrew which were not yours, but you should not be responsible for any fees had that were a result of this transaction and would not have otherwise been owed. Just as you should not benefit from the bank's mistake, neither should the bank.
