Withdrawing Funds from Spouse's Personal Account

Can my spouse withdraw money from an account of mine on which she is not signed? Does this differ from state to state, bank to bank?

If your wife is not a signer on the account, she should not have access to it, regardless of which state the account is held. Regardless of ownership, if your wife has a legal claim to funds in the account, she might be able to use court action to obtain them.
