I have a very large sum of money from an insurance death benefit, which was deposited into my account. I wish to withdraw it in cash. I have no plans to buy or spend it on any particular thing. I have no problem with the bank making reports to whomever they must. Can they legally refuse to give this to me? I gave them three weeks notice and the check has cleared.

It is your money. Depending on how large the check was, the bank needs to have a sufficient amount of cash on hand to meet this extraordinary withdrawal request. Three weeks is certainly sufficient.
For your own safety, they may and should urge you to reconsider. Your insured account is the safest place for your cash.
