Can the Collections Department of a bank make up a draft on my account (there were no checks on this account) and use it to pull funds from my account without my permission?

Yes. If you have a debt and a deposit with the same bank, they setoff what you owe them, against what they owe you. This is common. The easiest way to avoid this problem is to pay on time or communicate with them when you may be late, then make arrangements to pay on another date.
