When a bank account is in two names, does the person who is named first actually own the account or is it 50/50?

Each has complete ownership, individually and jointly. That means any of the owners, whether there are two, three, or more, can withdraw all of the funds and even close the account. There is no allocation as to the amount in deposit compared to the number of owners.
An exception to this is for FDIC insurance purposes. The FDIC will allocate funds for its calculations.
