Can NSFfees be combined with an ACH after it is returned as not payable? Can ACHs be split into several payments to ensure that some money is obtained?

No to both questions. If you have obtained an authorization to initiate an ACH transfer from an account, that authorization is specific as to dollar amount. It gives you no authority to change the dollar amount.
