Whether your savings bonds are from Series EE or Series I (inflation-adjusted variable rate bonds), the minimum holding period before cashing them is ordinarily one year. The bonds cannot be used as collateral for a loan.
The Bureau of the Public Debt periodically issues emergency declarations in connection with natural disasters that permit early cashing of bonds for people in the affected areas. For example, the most recent such declaration was in November 2008, for affected persons living in Los Angeles, Orange, Riverside and Santa Barbara counties of California, areas which were affected by wildfires. In that case, the window for early cashing of bonds was open through the end of January, 2009. There is no other provision of which we are aware that would permit early cashing of your bonds.
