Can Bank Refuse Affidavit?

Can a bank employee refuse to allow a customer to file an 'Affidavit of Unauthorized ACH Debit' because he doesn't feel your reason is valid?

Assuming that the account involved is owned by a consumer, it would be a violation of Regulation E for the bank to refuse to accept a claim. However, if the bank's investigation results in a determination that the ACH debit was, in fact, authorized, the bank could deny the claim.
