Can the IRS garnish from a representative account?

In general, an IRS levy in the name of an individual who is a representative payee won't reach an account opened by her in her representative payee capacity, because the funds in the account don't belong to her. The IRS doesn't garnish accounts, it issues levies that do pretty much the same thing. The IRS would generally not be able to attach the same account if its levy were issued in the name of the individual whose Social Security benefits are deposited in the account, because he has no access to the account.
