I have a friend in Ohio who received a large wire from a friend last Thursday from his offshore account. The bank still won't release the funds to her and said it was day to day. She normally does not receive such funds and is somewhat new to the bank. Shouldn't she at least be able to access it by the next Wednesday?

The general rule is that the funds received via wire transfer must be made available on the day the bank receives final payment and instructions for applying them. Unless the bank is having a problem processing the payment, she should have use of the funds by now. If the funds are not yet available to her, she is entitled to an explanation.
