Balance vs Pending Debits

I called my bank, and the computer told me that I have $1,600, but there are $800 in pending debits. Is this reflected in the balance that they tell me I have?

We can't answer this question. You should ask your bank if they included pending, but uncleared items, and deposits that are in a hold status. That is, they know it is there, it just hasn't processed yet. Obviously they won't know about any checks you just wrote and there could be electronic items that are going to your bank, but are not there yet.

Regardless of what your bank tells you is your available balance, you are responsible to balance your account and know what should be there. If the bank said you could withdraw $1,600 and you did, when the $800 in debits arrive, one of two things will happen. They'll be returned if possible, or the bank will be obligated to pay them, and demand the money from you.
