Can one bank stop you from opening an accoun at another bank?

Generally no. While some commercial borrowers agree to loan covenants and under those they agree not to increase their borrowing elsewhere, banks can't otherwise restrict where you want to do business. There are consolidation loans for consumers and they promised they would not go out and borrow against credit cards again. In many cases the consumer failed to keep those promises. They were just verbal agreements and certainly were not binding.
