Can I be assured that I will receive immediate funds from a in-bank accounttransfer from one account to another account (both accounts are with this bank) if the funds are available in the transferring account and that the transaction can not be reversed at some later date?

You should be able to count on access to the funds in the account receiving the transfer if they are available in the transferring account, unless there is some condition affecting access to the second account of which we are not aware. Of course, the best source for an answer to this question is the bank holding both accounts
