Can Joint Account Owner Remove Other Name?

Is it legal for one owner of a joint bank account to remove the other without his/her consent?

No. One account owner cannot take away the other owner's access to the account. Both owners entered into a contract with the bank, and it would be a violation of the deposit contract for the bank to remove one owner's access on the other owner's request.
However -- and this is important -- either owner can close the account out and move the funds to another account. That accomplishes the same goal -- removing the other owner -- but does so legally.
