Can a minor open a checking account without an adult's name on it in Virginia? If so can the bank issue a debit card on that account?
Virginia's Banking Act (Chapter 2 of Title 6.1 of the Code of Virginia) does permit banks to accept accounts in the names of minors, and makes no requirement that the accounts be joint with an adult. However, banks are not compelled by the Banking Act to accept such accounts, and any bank that does accept accounts from minors would have its own requirements relative to an adult's involvement in the account. Unless there are other provisions of Virginia law that prevent it, there appear to be no legal prohibitions against issuing a debit card to a minor in that state.
