Can an Account Be Opened With an EIN?

I was told a person can open up a bank account with an EIN# and/or tax ID# without using a social security number. Is that true? I was told also only state departments can demand your social security number. Is that true?

Individuals cannot obtain EINs unless they have a legitimate need for them. Banks are required by federal law (the USA PATRIOT Act) and regulation to obtain the social security number of any U.S. citizen that opens an account. There are no exceptions permitted by the law.
