If I overdraw my account and my bank applies a charge or referral fee, do they have to tell me that they are charging me that amount?

There is no federal regulation that requires your bank to notify you at the time they assess such a fee. There is guidance that applies to banks that have courtesy overdraft programs that suggests a notice when customers become overdrawn, as a best practice.
There may also be a state law that would require your bank to notify you when your account goes overdrawn. Banks are required to show the overdraft fees on your periodic checking account statement.
