Is Reporting Cash Transactions Discretionary?

Is it true that it is the bank's decision to report or not report cash deposits? In other words, is it at the bank's discretion?

Banks have no discretion in reporting cash transactions of individuals, if they exceed $10,000 per business day. The requirement has existed since the 1970s.
