If you are the owner of both accounts and the overseas account is subject to withdrawal by check, you can issue a check on the overseas account payable to yourself and ask your U.S. bank to take it for collection.
You can also contact the overseas bank, establish your identity to their satisfaction, and ask that funds be transferred to your U.S. bank by wire. You'll need to get wire routing instructions from your U.S. bank before starting the process.
