I used an ATM machine inside a 7/11 store and was charged $9.66 for a $40 withdrawal. There was no screen informing me of the fee and no way to cancel the transaction. What can I do?

Start by asking the store for a refund of the fee after you tell them that it violated federal law. Of course, the ATM is probably not owned or deployed by the store, and you will probably get turned away.
Then contact your state's banking department, which probably licenses the installation of ATMs in your state, and lodge a complaint. If the banking department isn't the right place to go, it will be able to tell you whom to contact.
Hold on to the receipt from the machine and be ready to provide information from it, such as the date and time of the withdrawal, the machine number and/or location, and make a mental note of the address of the store if it's not on the receipt. Include all that information in your complaint.
It's a given that virtually every ATM that is not located at a bank will impose a fee for withdrawals made at the machine, and many bank premises machines do, too. If you don't see a notice on the machine before you swipe your card that it may impose a fee, the odds are that the machine may not comply with the law, and might hit you with a fee without notifying you. Avoid such machines, because you won't get a chance to abort the transaction as you can with machines that provide compliant notices.
