I have a sixteen year old daughter in Texas, who opened a "young savers" account in my name and her name, and ordered an ATM card. The ATM was refused because it is a "savings" account. I did the same thing for my son four years ago and was allowed an ATM card and now I'm not. Why? Is there some type of account a minor can have that allows for an ATM card in Texas?
It is up to the bank if they choose to allow a minor to have an ATM card. Some banks allow it, others do not. There is no requirement that the bank issue an ATM card. It is an account feature. If you disagree with this practice, explain that to the bank and consider moving your account. You can ask them if they offer a prepaid card whereby funds may be transferred from the deposit account to the card on a regular or requested basis. That may be the best of both worlds for each of you. The bank wants to limit liability that it has for electronic transactions. That liability is greater with an ATM card.
