Retrieving Funds from Faulty ATM

I tried to get cash out of an ATM, but the machine didn't dispense any cash. I have the receipt, but it is an out-of-network ATM, and my bank said that the problem was with the ATM's owner. The employees at the place that held the ATM are giving me the run-around. Is there some sort of ATM regulation entity to whom I can write? Is there anything that I can do to get the funds that the ATM didn't dispense?

Your point of contact for ATM dispenser errors is your own financial institution, not the owner of the ATM. You should enter an error claim with the bank that issued your debit or ATM card. If your bank is being stonewalled by the ATM's owner, you can try contacting the Banking Supervision division of the government of the state in which the ATM is located.
