My business account is on hold, but they are sending me statements with the latest balances. Does this mean that they have lifted a hold on my account?

Normally, account statements do not reflect whether or not funds are subject to a hold. If you have access to your bank's online banking service or can call for a balance in the account, the balances reflected there would be a better indicator of whether the hold on your account is still effective. Your best option may be to call the bank and ask about the hold directly.
