My boss leaves signed blank checks in the office. What is the company's liability if someone uses one of these blank signed checks? Can we press charges against the person who took them?

You can always press charges against a thief. It's illegal to steal, even if the property is lying about temptingly. However, the fact that the checks are exposed in this way could be a very strong argument for the bank the checks are drawn on to avoid having to reimburse the business for any funds stolen from the business's account.
