Wachovia took over First Union Bank over eleven years ago. If there was no activity on the CD account in the intervening years, it is most likely that the account has been surrendered to the state of your mother's residence under state abandoned property laws.
Start by doing some research at the website that is cooperatively managed by the state administrators of abandoned property. Look both in the state where you mother resided and in the state where the bank was located. Search both under your mother's name and under your own name at the time, if you have changed it.
