If the CD account is titled in your mother's name "ATF" your name, it's not a joint account. "ATF" is an abbreviation for "As Trustee For." That form of account titling indicates that the account is in your mother's name only, but she designated the account in such a way as to make it yours in the event of her death. As it is currently titled, the account appears to be strictly under your mother's control and ownership until her death. If that was not how your mother intended for the bank to title the account, she should contact the bank at once to make any arrangements to correct the error.
