One of my aunt's banks will not transfer a CD to her name, from a trust with her as trustee, though others already have done this, without requiring her to cash it out and re-buy at current interest rates. Is there a law that regulates this or is it just bank policy?
The situation you are describing is a bank policy, and is not prohibited under any law or regulation.
