If the CDs are in your grandmother's name, her power of attorney can act on her behalf, and could withdraw the funds, and not renew the CD. The fact that you might be named as a payable on death payee of the CD accounts would not affect the power of attorney's ability to deal with the CDs on your grandmother's behalf. When your grandmother dies, her power of attorney ceases to be effective, and the CD, assuming you are still named as pay-on-death payee, would become yours by operation of law.
