I am the beneficiary of my friend's checking account. The bank has my name, but they can't find her signature card. How long can they hold the money before they give it to me?

The bank of course does not want to pay the funds in the account out to you without some proof that its depositor intended for such a payment. If it pays the funds out without authority, its customer's estate could enter a claim against it.
If you have some sort of documentation that your friend did, indeed, direct that the bank pay you as beneficiary of the account in the event of her death, you may need to consult legal counsel if the bank remains unwilling to make payment. This documentation would be a copy of some direction given to the bank, not simply a letter or conversation in which your friend told you it would be done.
