I tried to open a checking account at a bank and they told me I owe money to another bank on an old checking account and therefore I would have to pay that off before I could open an account with them. Who do I contact to find out who I owe and how much?

You should have been given a disclosure that gives the name of the credit reporting agency from which the bank got that information, along with contact information. Contact the credit reporting agency to determine which bank has filed a report that you owe money. You may even get the name of the department at that bank to contact, if not, call the bank and ask for its Security or Collection department.
If you have proof that you paid off the amount owed already, remind that bank that it is obliged to notify the credit reporting agency of that fact.
