Does Joint Checking Account Mean Joint Problems?

My soon to be ex-husband has credit card liens on our joint checking account, so when I tried to open my own checking account, they needed to check with the legal department to determine who owns the debt. Am I responsible for his mess?

That could be the case. If the credit card companies have taken legal action and obtained judgments that have permitted them to attach the joint account, the fact that your husband has the right to clean out the account is likely to mean that the attached funds aren't available to you any longer.
