I have a checking account at two different credit unions. I go to CU (A) to make a deposit to CU (B) through the CO-OP network, where all CUs work together for deposits and withdrawals. My check is put on hold. Which CU put a hold on the check?

The credit union that ultimately holds your account is responsible for the hold, regardless of whether it or the other credit union made the decision to place it. As you've described it, it appears that CU(B) holds your account. That's who is responsible for the hold.
