My bank let someone remove money from my checking account and they were not on my account. Now the bank is bouncing all my checks, is this legal? If not how do I handle this.

It's possible that the bank received a legal attachment or levy against your funds. If that's the case, the bank acted properly; it had no choice. You should, however, have been sent a copy of the legal paperwork.
If the bank allowed a third party to take funds from your account without something like an attachment or levy as authorization, the bank erred, and you should be entitled to a return of those funds and a reversal of all overdraftfees caused by the error. You should also ask the bank for a letter explaining its error, which you can share with businesses or others who received your bounced checks back, but the first thing you should do is ask for an explanation of why the funds were removed from your account.
