Each bank has its own policies and procedures for opening new accounts. If you open a new account at your current bank, the bank is likely to take funds from the new account to reduce or eliminate the overdraft. In fact, the bank is likely to require that you clean up the old account first.
Another bank may or may not be willing to open an account for you if it becomes aware of the current overdraft. The only way to find out is to try. If you are successful, take care of the old overdraft as quickly as you can. If your present bank charges it off and reports that fact, your credit history could be adversely affected.
