If someone is a cosigner on a checking account, can the cosigner remove him/her self from the account?

You must be asking about joint ownership of an account. A joint owner can remove him or herself by closing the account or by agreeing with the other joint owner or owners to transfer the balance to a new account without the departing joint owner.
