Withdrawing from a Joint Account

My father has a joint checking account with his wife. Can she withdraw money from that account without permission, if all the money in the account is from my father's pension, and she doesn't contribute any money to the account?

Yes. For most joint accounts, each owner has the right to withdraw all the funds in the account, regardless of who contributed the funds. That's the agreement of the parties at the outset.
