Completing a Telephone Draft

Can I complete a telephone draft from my bank into another person's account or must that person complete the process for himself?

Drafts are check-like paper instruments that are typically deposited into the account of the party to receive funds, and drawn on the account of the party paying those funds. Telephone draft is a term that is generally understood to refer to a paper check that is created by the party to receive funds, often a telephone sales company, but it could also be a credit card company or utility company or any other party that enables its customers to authorize the company to issue a draft on the customer's account in order to complete a payment, so it would be the norm that the party to receive the funds would create the telephone draft based on an authorization that you give by telephone.
