My bank continually tells me that my account is not officially closed for 24 hours to allow checks to clear. I have made four attempts to close, paying money each time, but something always goes through (ACH or more fees). I am unemployed and starving. Why can't they just close it immediately, since I am trying to do the right thing? Now they have all our money and the account is still open and overdrawn again. Now what?

Have you directed the companies that are charging your account via the ACH to stop doing so? You have that right, and it will be easier to close your account if you take care of that problem; do it in writing. The bank should have made that clear to you.
Then give the bank copies of each written revocation, tell the bank you want the account closed, and tell the bank that it no longer has an authorization to pay ACH entries from the companies you notified. If the bank does pay one of those ACH entries, you have the right to make the bank return it and reverse any fees that it triggered. Of course you will keep an extra copy of each revocation to document that the entries were not authorized.
