I would like to add my mother's name to my account so she could have a check card in her name, but she does not have a social security number. Can I add her name without this and get her a card? She just got here from my native country.

While it is certainly legal to have a resident alien or non-resident alien without a Social Security number a joint owner or authorized signer on a deposit account, whether your bank will accept your mother as a joint owner is strictly a matter of that bank's policy.
