My brother just got his monthly bank statement and it showed that he had over three hundred dollars in overdraftfees. He never received a notice from the bank about the overdrafts. Isn't there some kind of law where the bank has to notify someone of their account being in overdraft. This is in Texas.

No, there is no requirement that a bank send a notice an account is in overdraft. It is often in the bank's best interest for both their relationship with the customer, and if transfers were unauthorized, the bank may be reducing its own loss. Some banks have determined that the cost of sending these notices is more expensive than the alternatives, consequently, they stopped sending them.
